Recommended best practices are designed to provide comprehensive guides on how activities or tasks can be effectively and efficiently carried-out so as to meet their intended purposes through either establishing processes and procedures about the subject matters or replicating and adopting as best practice based on the results achieved and become a standard way of doing things in similar contexts.

Best Practice Construction Cost Estimation & Budgeting Manual

It can be said that construction cost estimation practices across Ethiopia has not developed in a purposeful way nor proven to be effective in servicing the industry as it is today.

Ethiopian Construction Project Management Institute (ECPMI) is strongly of the view that benefits for all stakeholders would occur if the approach to estimating projects are more generically documented to achieve more consistent approaches and outcomes and are more closely aligned across the project implementer. It is also the institute's belief that a cost estimation manual/standard built on Best Practices and covering all project phases (from project identification phase through to project delivery and implementation) leads to efficient use of scarce public resources and mitigates the risk of cost overruns thus providing higher levels of certainty for public sector organizations, governments, and the public to whom government agencies are accountable.

In consideration and understanding of the operating environment, and lessons derived from international best practices; ECPMI has prepared a best practice construction cost estimation and budgeting manual which is expected to:

  • Give the respective project implementer professionally acceptable sources/guide for the procedures by which how construction cost estimation is developed at each successive project phases,
  • Provide guidance to project implementer developing appropriate processes and procedure to meet best practice cost estimation standard,
  • Provide what prerequisite information is required to develop estimate at each project phases,
  • Serve as a standard document to give practically-oriented training to project implementer,
  • Provide and improve common understanding of construction cost estimating concept among respective professionals,
  • Improve the presentation of cost estimates; and
  • Assist MUDC in taking a leadership role in aligning industry standards nationally for cost estimating of building and infrastructure projects.

Construction Consultancy Fee Determination Guidelines

Cognizant of the valuable roles that consulting fee guidelines play in determining appropriate fees for Consultancy services, and while recognizing the Ethiopian Consulting Architects and Engineers Association (ECAEA) as a promoter of professional standards and business ethics, and as would be the self-regulating body of A/E Consultancy Services; ECAEA and ECPMI are collaboratively developing Best Practice Construction Consultancy Fee Guidelines of which primary objectives are the following:

a)   Provide a recommended Schedule of Fees laying the equitable basis for the remuneration professional services that should normally be appropriate compensation to meet the requirements specified in professional code of practices, and

b)   Guide the development of adequate budgets that enhance the creation of sustainable and value-adding engineering services.

ECAEA and ECPMI have recognized that when both the Client and Consultant view the consultancy service fee as fair and proper, this ensures that proper professional practice is undertaken in completing the project, and in the end, both parties recognize and obtain fair value.
