Project background

Every country needs to have the capacity and capability to create, operate, maintain, and improve its constructed items of a wide range of types. Apparently, it is the construction industry that has to provide this capability. However, the expected capacity and performance do not happen by accident or in its own right. It requires deliberate, well-managed, and continuous construction industry development efforts.

Ethiopia has long noted the importance of taking measures to improve the performance of the construction industry. The government has been working hard on institutions and human resources skills development in the construction sector alongside its engagement in massive infrastructure development and the construction sector. Nonetheless, the impacts of these efforts are less sustained and the performance of construction contracts delivery is yet far from desired standards of delivery or industry practice. Moreover, Ethiopia has not harnessed the technological development potential from the massive investment despite the size and involvement of multi-national construction firms that are conducive for the transfer, adaptation, and development of technologies consistent with the developmental goals of the nation.

“Building the capacity of the domestic construction industry, bridging critical infrastructure gaps with particular focus on ensuring the quality of infrastructure services through strengthening the implementation capacity of the construction sector” was a strategic pillar laid out in the National Growth and Transformation Plan (Page 81/GTP-II, May 2016) for construction sector development. In-line to this direction, it was conceived and preparatory works have been underway to establish the following institutions under ECPMI during the planning period:

  1. National construction input and quality assurance laboratory center to support and to meet 80% needs of construction inputs from local suppliers through enhancing the capacity of construction materials producing companies.
  2. A center of excellence that will serve as research and design center, human resource enrichment center, mega and high-tech project identification center, design and construction performance capacity-building center, etc. during the planning period.

In alignment to the 10 Years (2020/21-2029/30) Urban Development and Construction Sector Perspective Plan, however, the scope has been redefined to capture the engineering capacity building dimension in addition to the above two - National Construction Materials Testing Laboratory and Center of Excellence for Mega Construction Projects’ Human Resource and Technology Development. The Center identified as one of the flagship projects in 10 years plan and is renamed as the Center of Excellence for Sustainable Construction Engineering and Management (CoESCoEM).

Objectives

In light of the drivers discussed above, the establishment of CoESCoEM is conceived to fulfill the following objectives. These are to:

  1. Serve as a dedicated entity to administer the construction industry development process in deliberate, managed and continuous manner which in turn will enable the country to improve the capacity and effectiveness of the construction industry to meet the national economic demand for building and civil engineering products and to support sustained national economic and social development objectives.
  2. Serve as a key research catalyst between industry, government, and research organizations servicing the built environment industry.
  3. Alleviate the difficulties in the capacity building and technology transfer areas of the construction industry as the size of the Ethiopian construction industry, the nature of its operation, and its presence in every developmental activity, make it an attractive area for the transfer, adaptation, and development of technologies consistent with the developmental goals of the nation.
  4. Develop building and related codes to encourage, support, and perform research in the area of construction and to collect, evaluate, and disseminate technologies and best practices to the industry.
  5. Observe and evaluate the technical developments that have taken place in the country and abroad in the Ministry's field of duty and to make proposals about the useful ones. 
  6. Serve as an Incubator for promoting the development of construction technology and management,
  7. Serve as a faculty to promote professionalism, contemporary practices of construction management by offering construction companies, professionals and researchers, shared facilities and business advice,
  8. Offer practical and model-based training in all phases, including pre-construction, construction, and post-construction/maintenance, as well as classes and programs to train individuals at all stages of their careers,
  9. Demonstrate that cost-effective and efficient services can be obtained with the support of new technology so that those involved in similar business can be attracted easily and promptly to the new system which as a whole contributes to the productivity of the industry,
  10. Develop highly skilled manpower through experience sharing with expatriate staff to be recruited from the international market qualified with different construction trades,
  11. Avail shared facilities that can be used for research activities supporting innovation and the effort of developing cost-efficient materials and working methodology,
  12. Reduce staff turnover and ensure sustainability through capacitating the institute with retained organizational memory through involving staffs in the consultancy business to get additional benefits,
  13. Serve as a development center for mega-scale construction projects,
  14. Serve nationally as a construction materials testing laboratory, and
  15. With its equipment and technologies, provide the services of Accreditation, Certification, and Testing entrusted to it by the concerned bodies (such as MUDC, Ministry of Trade, Accreditation Office, etc) and transfer its Knowledge to those who request it.

 Key Result Areas (KRAs)

The major activities of CoESCoEM will include Research & Development, policy and strategy initiations, capacity building, Quality Certification, and Tests under the realm of policies and technologies development for AEC Industry involving the planning, design, construction, and maintenance of building and infrastructure systems.

Vision

The vision for the CoESCoEM is to be an enduring world-class research and knowledge agent in sustainable infrastructure and building design, construction, and management to enhance the performance of Ethiopian built environment industry.

Mission

CoESCoEM has a mission to improve continuously the capacity and effectiveness of the construction industry through a deliberate and managed process so as to meet the national economic demand for building and civil engineering products and to support sustained national economic and social development objectives.

By doing so, the center will address the interest and the contribution of all participants who add value to the delivery process from project inception to project handover and maintenance. The center reaches to the public and private sector clients, build environment professionals, constructors, materials manufacturers and suppliers, training delivery institutions, regulatory bodies, and research institutions.
