ECPMI five year strategic plan 2021 up to 2025 and 2020/2021 Fiscal year plan

The strategic plan developed in line with the Ministry of Urban Development and construction overall development plan.

ECPMI has introduced the new and improved five years Strategic Plan, and the current 2020/2021 fiscal year plan and make it all-encompassing following consultation with ECPMI staff. The consultation undertaken by ECPMI with its staff, as part of the development of this plan, rely on the strength and shortcoming of the past implementation of the sector as well as by analyzing the internal and external factors that affect the sector.

As stated by the Director General of ECPMI Eng. Asmerom Tadesse, in order to achieve the institute mission, the plans developed by taking in mind the core policies, strategies, and direction laid by the government. And he also points out that the plan developed by identifying the institute goals from the pool of overall sector development plan developed by the Ministry of Urban Development and construction. He also stresses that the plan development process had different stages and largely prepared in consultation with customers and stakeholders.

The new strategic plan demonstrates the objective of the developed plan for the next five years (2021-2025) in line with the ten-year strategic plan and outlines the main directions of the institute's mission in terms of improving the competitiveness of the construction industry locally and internationally in order to achieve the national vision of making Ethiopia a “model of African prosperity” by 2030.

And the plan, harmonized with the Ministry of Urban Development and construction, the identified areas of focus for the construction sector have been evaluated and the basis of the plan has been identified and selected. And the basis of the plan are detailed as follows:

  • The importance of increasing the economic contribution of the construction industry
  • The importance of building the implementing capacity of the construction industry
  • The need to transform from the current state of the construction industry to a state-of-the-art and technologically augmented system
  • The need to improve the implementation performance of the national construction project
  • The need to enhance the national supply of construction materials
  • The need to create broad, sustainable, productive, equitable income, comfortable and thriving jobs
  • The global, regional, regional and national outlook of the construction industry
  • Identifying the major bottlenecks in the construction sector
  • The need to improve the state of the construction industry over the past few years and the need for the outlook of the 30-year growth direction

The new 2021-2020 strategic plan takes a goal-based approach and, within mind the above basis focus area, ECPMI has developed four headline areas as follows:

  • Establishing a streamlined working system in the construction industry
  • Building an ethical construction industry
  • Building a competitive construction industry at the national and sub-continental level
  • Creating broad, sustainable, productive, equitable income, comfortable and thriving jobs
